(no consequences) One reason for the high rate in this country (as well as over popuated prisons) is that the consequences are lessened. Often there is just a slap on the wrist, but even if a does jail time it is in an air conditioned facility with meals, housekeeping, recreational and educational opportunities provided at the taxpayer's expense. If the consequences were more severe, there would be less because there was something to fear.
